Two Harbors, Minnesota - March 17, 2012-- It may have looked like an official notice, but a mailing from Duluth’s Bluewater Services urging Two Harbors residents to call for required water meter installations was just an advertisement, the company’s lawyer told the Two Harbors City Council last week. The City Councilors were unmoved, however. Despite assurances from attorney Thomas Skare of Cloquet that his client’s advertisement wasn’t masquerading as an official city communication, the city stood by its decision to exclude Bluewater from its project to replace residential water meters.
Several elements in the mailing showed that it was not an official document and was not meant to be one, among them, wording directing potential clients to call Bluewater for information and an asterisk indicating that additional fees could accrue.
